2010-2014 Consolidated Plan Priority Needs Survey
The purpose of this survey is to get community input regarding housing and non-housing needs for the City of Evanston in the next five years. This will help guide the City in deciding how to allocate entitlement grant funds from the U.S. Department of Housing and Urban Development (HUD) from the Community Development Block Grant (CDBG), HOME Investment Partnerships and Emergency Shelter Grant programs that are to be used to benefit primarily low and moderate income persons. Priority needs, strategies, and ways to measure progress will be included in the City’s 2010-2014 Consolidated Plan, which will be submitted to HUD. HUD specifies three statutory program goals for the Consolidated Plan, to provide:
1. Decent Housing
2. A Suitable Living Environment
3. Expanded Economic Opportunities

There is a space at the end of each category to write in needs that are not listed and/or provide additional comments. Low and moderate Income is defined as incomes at or below 80% of the Area Median Income (AMI).
