For WE07 in Nashville, the conference budget included funding to cover the shared hotel cost* for collegiate section presidents and RCRs and RCNEs with a paid collegiate conference registration. For WE08 in Baltimore, only the collegiate section presidents’ shared hotel room cost was included in the budget. To fill this gap for WE08 in Baltimore, the RCRs and RCNEs requested that SWE cover the expenses associated with their attendance at WE08. There was a recommendation to allocate the first $1000 of each region’s FY09 CPC donations for RCR and RCNE travel, hotel room expenses, and participation in a collegiate leadership reception during WE08. Both the FY08 and FY09 Region Governors discussed and accepted the proposal. A review of our governance structure indicated that the Region Governors do not have the authority to approve the usage of any region funds. The Region Councils have the authority over region funds. They were not asked to hold a vote to approve this proposal. Many Society leaders were aware of this request to the Region Governors, although they were not aware that it was in conflict with Society governance. The Society President and Director of Regions are now requesting that each Governor present a motion to her Region Council to approve the use of this donation to support RCR and RCNE travel and shared hotel expenses for the 2008 conference in Baltimore. *Note: The colligates receiving this support were housed 4 to a room.
