The Joint Office of Homeless Services (JOHS) is seeking information from rental and transitional housing developers and owners who may be interested in partnering to rapidly expand the available inventory of supportive housing in Multnomah County. This could include creating new units of Permanent Supportive Housing (PSH) or Recovery-Oriented Transitional Housing (RTH) within existing developments as units turnover or within developments coming online in the next 24 months (by October 2023). These new units of PSH and RTH will serve households referred through Multnomah County’s Coordinated Access system, or another County-approved referral pathway.
 
Please complete this survey by Friday, November 5, at 5:00 PM. We welcome responses from existing partners as well as from housing developers and owners who have not yet partnered with us and who may be new to supportive housing. Complete the survey to the best of your ability and leave responses blank where the information is unknown. 

The JOHS will review all responses. Based on this review, and available resources, we may initiate discussions about a potential partnership or solicit more detailed proposals. This survey should not be misinterpreted as an official offer to enter into a contractual agreement, nor does it guarantee funding. Instead, information received through responses may be used in preparation of a solicitation, a request for proposals, or another method for the official solicitation of services, including contracting by negotiation with a provider exhibiting the required capabilities and qualification. Alternatively, JOHS may take no further action after reviewing responses to this survey.
