In April, 2026, the Ketchikan Gateway Borough adopted new regulations for commercial guided tours at Rotary Beach, prohibiting tours after 5:00 pm on weekdays and at all times on the weekends. This survey will gauge the efficacy of these regulations and seek to identify improvements to the beach itself, the adopted policy, and/or the services offered by the Ketchikan Gateway Borough to the public and commercial tour operations on Ketchikan's south end.
