KDFN’s new Citizenship and Enrollment Act will go to the third and final reading in January 2026.

This survey takes about 10 minutes to complete. Your answers will help the Citizenship Committee make decisions on important issues that will affect Beneficiaries, Citizens, and future generations.

Introduction
The Citizenship and Enrollment Act has been worked on for many years. During this time, there have been many chances for Citizens to share their thoughts and ideas. We know that some people have taken part often, and others may not have been able to attend. We also know that many Citizens want to see clear decisions and thoughtful changes that reflect Kwanlin Dün values.

From past conversations, we have heard some key messages from the community. Many people have shared that being a Kwanlin Dün Citizen should be based on a strong and meaningful connection to Kwanlin Dün. This is why an Ancestor List has been created.

We have also heard that people who do not have a family or community connection to Kwanlin Dün should not be considered Citizens. This has led to clearer rules about who is eligible. Some Citizens have also raised concerns about fairness when a person is a member of more than one First Nation. To address this, a fair and respectful process has been included.

This survey is another way for you to share your thoughts. Your voice matters, and your input will help guide next steps.
