HOUSING AND DEVELOPMENT:
The Neighbourhood Plan gives us the opportunity to manage future development in line with the needs, priorities and aspirations of the people who live here subject to the Neighbourhood Plan being consistent with National Planning policies and with the strategic policies set out in the Local Plan. The emerging Local Plan Review has proposed that the Oakdale Nursery site on theRugby Road should be allocated for circa 43 dwellings and that it should be removed from the Green Belt.
National Planning policy requires that Neighbourhood Plans should not promote less development than is set out in the strategic policies for the area. No other housing allocations within the NA are proposed in the emerging Local Plan review, however the concept of "grey belt land" and "exception sites" do provide an opportunity for local communities to include policies to permit additional housing and other development to come forward within the NA providing it is consistent with National Planning policies and the strategic policies set out in the Local Plan.
Your views are important as they will help us to formulate policies to ensure that, if new housing is proposed within the NA, that it reflects the views and needs of the local community in terms of whether an additional site or sites should be developed for housing and if so the way in which this should be brought about.

BRANDON STADIUM
Brandon Stadium is a specified community facility within Policy LF1 of the current Neighbourhood Plan. This policy seeks to support proposals to retain, enhance or improve valued community facilities such as Brandon Stadium. Proposals that would diminish or remove a community facility will need to demonstrate that the facility is no longer needed or viable. Policy LF1 was included in the Neighbourhood Plan in line with a recommendation of the Examiner in his report dated December 2018.

Policy LF1 was considered in the appeal by Brandon Estates Limited which had ben refused planning permission to redevelop the site for housing in November 2022. In dismissing the appeal on 19th January 2024, the Inspector concluded that the stadium is not surplus to requirements and that the benefits of the alternative provision of a 3g pitch and pavilion would not outweigh the loss of the stadium. As a consequence the Inspector found that the proposal would conflict with the Development Plan by reference to policy HS4 in the Local Plan and Policy LF1 in the Neighbourhood Plan.

Policy W1B of the submitted Local Plan Review states that the council supports the restoration of Coventry Stadium, Brandon for speedway and stock car racing and other motor sports together with other community uses. Planning permission will not be granted for development proposals which would conflict with these objectives.

Agents acting for the owners of the site (Brandon Estates Ltd) have objected to Policy W1B and have stated that the site should be allocated for housing. The Save Coventry Speedway & STOX Campaign Group and Consortium strongly support Policy W1B. The Submitted Local Plan will be the subject of Examination later this year, but in the context of the review of the Neighbourhood Plan, the Parish Council would welcome the views of the community on whether Brandon (Coventry) Stadium should continue to be protected as a valued community facility in line with Policy LF1 in the Neighbourhood Plan.

Please note, this residents survey was put together before Brandon Estates most recent planning application was submitted.

Question Title

Please indicate which use(s) you’d like to see if the Stadium is redeveloped (eg housing, business, sporting, community use):
