This law applies where the District has a substantial economic investment. Currently in D.C. there is legislation, Bill 18-0650 "D.C. Trade and Stimulus Act", that would require 1st source hiring, training, Project Labor Agreements and Labor Peace Agreements on all development projects receiving $200,000 or more in public subsidies.
